Application Procedures |

| City Owned Housing | For existing housing, applications are received every day except city office
holidays. An application is valid for up to one year. Applicants wishing to extend their application should re-apply after a year. For newly built housing, applications are received during the period of construction and residents are selected by drawing lots from among the applicants. |

| Hokkaido Government Owned Housing |
Lots are drawn for vacant housing three or four times a year. A fresh application is needed for each lottery, but odds are made more favourable for those who have continually but unsuccessfully applied for more than a year, depending on the length of the application period. Lottery dates are published in the Kitami Public Bulletin (Koho). Applicants for city owned housing are sent information when lotteries are held for Hokkaido Government owned housing. |

Qualifications for Application |
||
| 1. | Families or couples already living together or those planning to do so, including engaged couples. *Single people seeking residence should consult the City Housing Section. |
|
| 2. | People who do not own a residence. *However those whose residence has been attached or who have another good reason for having to give up their own residence may also apply. |
|
| 3. | People who are not in arrears with tax payments. | |
| 4. | People whose total income is less than the national guidelines set out below. (officially designated after Tax income, \200,000 per month or less.) |

Procedures when moving into public housing |
||
| 1. | When a public dwelling has become available, a notice (nyukyo kettei tsuchi) is sent to the applicant by mail. This notice allows the applicant to view the dwelling. | |
| 2. | If the applicant wishes to accept the offer of the dwelling after viewing it, they should carry out the following procedures. | |
| 3. | Payment of deposit (shikikin) When applicants make arrangements to move into a public dwelling, they must pay as a deposit (shikikin) a sum equal to two months of the agreed rent. |
|
| 4. | Rent Rent for the first month of residence is calculated from the number of days remaining in the month starting from the day residence has been granted. Upon residence, rent payment notices are sent by mail. Payment should be made within the prescribed period, through a bank or other financial institution. |
|
| 5. | Guarantor The name of a guarantor must be provided when arranging to move into a public dwelling. Applicants need to provide a certificate of the guarantor's seal impression (inkan shomeisho) and evidence of the guarantor's income (shotoku shomeisho) |
|
| 6. | Tax payment certificate The person named as resident householder must provide a certificate of proof of tax payments, showing there are no tax arrears. |

Important Information for Residents |
||
| 1. | Car Parking Car parking space is limited to one vehicle per dwelling. |
|
| 2. | Pets such as dogs and cats are not permitted in public housing. | |
| 3. | Bath water heaters, tubs and other bathroom fittings are not provided as part of the dwelling. They can either be provided by the resident or leased from the city Business Office (Kigyokyoku). | |
| Standard costs of leases for bath water heaters and bath tubs from the city Business Office (Kigyokyoku) are: | ||
| With shower: \2,835 per month, including tax | ||
| Without shower: \2,110 per month, including tax | ||
| *Charges may be different for high rise apartments. | ||
| Accounts for payment of bath and bath water heater lease charges are sent monthly, as with water and city gas accounts, from the Kitami City Business Office (Kigyokyoku). | ||

Please provide the following documents when applying for public housing: |

| 1. | Documents giving evidence of the total income of all those intending to live in the dwelling. | |
| Applicants who have not changed their place of employment since the start of the previous year - an annual income statement from the City Taxation Department (Shiminzeika). | ||
| Applicants who have changed their place of employment since the start of the previous year - a pay advice slip from your employer. | ||
| 2. | Recipients of a public pension - an annual income statement from the City Taxation Department (Shiminzeika). (Recipients of surviving family member pensions or disability pensions - a copy of the pension payment advice). |

| 3. | Applicants at present unemployed - one of the following: | |
| a copy of notice of termination of employment, | ||
| a copy of employment insurance benefit qualification | ||
| unemployment claim application, from the Citizens' Register Department (Kosekijuminka) | ||
| 4. | Applicants planning to retire from work - documents giving proof of that fact. | |
| 5. | Recipients of welfare benefits - benefit receipt documents, from the Social Welfare Department (Hogoka). | |
| 6. | Resident cards (juminhyo) for all intending residents, from the Citizens' Register Department (Kosekijuminka). | |
| 7. | Single applicants or solo parents with children - a full copy of the family register (kosekitohon), from the Citizens' Register Department (Kosekijuminka). | |
| 8. | Applicants intending to live together after getting married - a written pledge to that effect. | |
| 9. | Applicants receiving disability or other special benefit grants - a copy of the appropriate eligibility certificate. | |
